Provide a usable sourcing brief

Compare equivalent cost lines

Keep evidence and availability beside the amount

If preparation findings remain unknown, keep the allowance distinct from an agreed final amount. The useful comparison shows both what is being purchased and which questions still affect acceptance, rather than choosing a candidate solely from the lowest headline number.
